The primary goal is to manage the end-to-end process of responding to Requests for Proposal (RFPs) and Invitations to Tender (ITTs) to win new business.
As a Tendering Project Specialist, you will be responsible for managing all aspects of the tendering process for our construction projects. This includes preparing and submitting bids, negotiating contracts, and ensuring compliance with all relevant regulations and requirements.
Key Responsibilities:
1. Project Management & Coordination
Timeline Management: Create and enforce a "bid program" to ensure all stakeholders (legal, finance, engineering) meet internal deadlines.
Stakeholder Liaison: Lead kick-off meetings to define the bidding strategy and assign responsibilities.
Document Control: Manage the repository of tender documents, ensuring version control and security of sensitive commercial data.
2. Technical & Content Development
Proposal Writing: Draft executive summaries and tailor technical responses to align with the client’s specific "pain points."
Compliance Check: Ensure every requirement in the tender document is addressed (e.g., ISO certifications, safety standards, financial bonds).
Quality Assurance: Review and edit inputs from various departments to ensure a "one-voice" professional tone throughout the proposal.
3. Post-Submission Support
- Clarifications: Manage the "Question & Answer" phase with the client after the bid is submitted.
- Presentation Prep: Coordinate the creation of slide decks for "beauty parades" or finalist interviews.
- Win/Loss Analysis: Lead "lessons learned" sessions to improve future bidding success rates.
- Prepare and submit bids, proposals, and quotations for construction projects
- Review and evaluate bid documents, contracts, and other project-related documents
- Conduct negotiations with clients, subcontractors, and suppliers
- Collaborate with the project team to develop project plans, schedules, and budgets
- Ensure compliance with all relevant regulations and requirements
- Monitor and track project progress and provide regular updates to management
- Coordinate with various departments to gather required information for bidding and project execution
- Maintain accurate records and documentation for all bidding activities and contracts
- Stay updated on industry trends, market conditions, and competitors' activities
Requirements:
- Bachelor's degree in Civil Engineering, Construction Management.
- Minimum of 5 years of experience in tendering and project management in the construction industry
- Strong understanding of bidding processes, contract negotiations, and project management principles
- Excellent communication, negotiation, and interpersonal skills
- Ability to work under pressure and meet tight deadlines
- Proficient in Microsoft Office and project management software
- Fluency in English and Arabic is required
- Willingness to travel for project site visits and meetings
